For Stage 2 of NGCP’s Visayas Voltage Improvement Project, Sieyuan Electric delivered an EPC solution for three 69 kV capacitor bank stations at the Bobolosan, Tolosa, and Himayangan substations, with a total reactive compensation capacity of 15 MVAR. The priority Bobolosan station was completed and energized within six months, compared with the original 12-month contractual schedule. The accelerated delivery required close coordination across engineering, manufacturing, logistics, construction, and commissioning.

Project Background
Samar and Leyte in the eastern Visayas include load-end areas supplied through long-distance 69 kV transmission lines, contributing to low-voltage conditions and load curtailment risks. To strengthen local voltage support, NGCP planned 5 MVAR, 69 kV capacitor banks at the Bobolosan, Tolosa, and Himayangan substations, together with associated circuit breakers and grid connection works. Sieyuan Electric was awarded the EPC contract for the three installations.
Key Challenges
- Accelerated project schedule — The priority site required a significantly shortened execution window, placing tight constraints on design, manufacturing, logistics, construction, and commissioning.
- First use of a prefabricated modular solution — The project represented NGCP’s first use of a prefabricated modular solution for this type of capacitor bank station. Design clarification, technical reviews, and drawing approvals therefore had to progress within a compressed timeframe.
- Integration with an operating grid — The new capacitor banks had to be connected to existing 69 kV lines while meeting requirements for protection, safety, and grid acceptance, with minimal disruption to network operations.
- Multi-site EPC execution — The three sites were executed in parallel, involving manufacturing in China, international transportation, local construction, and commissioning across multiple project interfaces.

- Factory-integrated modular solution — Protection, control, and auxiliary systems were integrated into prefabricated modules, with factory testing and pre-acceptance completed before shipment. This reduced on-site installation and wiring work and supported faster deployment.
- Integrated EPC execution — Sieyuan coordinated engineering, procurement, manufacturing, logistics, civil interfaces, installation, commissioning, and energization through an integrated project execution plan.
- Parallel execution and technical coordination — Milestones were aligned with the required energization dates, while a structured technical issue register and approval process supported timely resolution of design and interface requirements.
- Controlled testing and energization — System inspection, secondary-circuit verification, protection testing, integrated commissioning, and phased energization supported safe integration with the existing grid.
