Sieyuan delivered a 145 kV mobile substation and mobile shunt reactor for a UNOPS humanitarian relief mission in Mozambique.
145kV Mobile Substation and Reactor Emergency Deployment Project, Mozambique

Following prolonged infrastructure damage in Mozambique, Sieyuan Electric rapidly delivered a 145kV mobile substation and mobile shunt reactor in support of an international humanitarian relief mission. The emergency power solution was deployed to affected regions with minimal on-site infrastructure requirements — no site preparation, no permanent foundations. It now provides critical electricity to resettlement sites, medical facilities, and community services, restoring both power and stability to local communities.
Project Overview
Project Background
The project was funded by the United Nations Office for Project Services (UNOPS) as part of its humanitarian relief operations in Mozambique. Large areas of Mozambique suffered prolonged damage to power infrastructure, significantly reducing electricity supply and affecting critical public services. Reliable power became essential to support humanitarian relief operations, community infrastructure, and public service facilities. To rapidly restore electricity, an emergency mobile power deployment project was launched. The project required a mobile substation solution capable of withstanding challenging transportation conditions, requiring no civil works or permanent foundations, and enabling rapid commissioning immediately upon arrival.
Key Challenges
- Complex transportation and logistics — Equipment had to travel long-distance, oversized-cargo routes through areas with damaged bridges and unpaved roads, demanding specialized transport planning and rigorous risk management.
- Zero site civil works — Sites had no existing foundations, control buildings, or permanent infrastructure. All systems had to be fully self-contained, factory-tested, and ready for immediate energization upon placement.
- Rapid deployment and energization — The project demanded the fastest possible delivery from manufacturing through operational handover, restoring reliable power in the shortest possible timeframe.
Sieyuan Solution
- Complete 145kV mobile substation solution — Sieyuan designed and delivered a complete 145kV mobile substation (including GIS, transformer, and protection and control systems) plus a 145kV mobile shunt reactor — both fully pre-assembled, factory-tested, and mounted on heavy-duty trailers suited to long-distance transport over difficult roads.
- Plug-and-Play deployment — All equipment featured quick-connect cable interfaces, integrated auxiliary power, and self-contained control rooms, enabling energization within 48 hours of arrival — with no on-site construction required.
- Designed for harsh environments — Reinforced mechanical structures withstand rough transport and challenging road conditions, with dedicated protection for tropical climates (high humidity, heavy rainfall, high ambient temperatures). A low-maintenance design makes the solution well suited to long-term operation in remote areas.
Technical Highlights
- Rapid humanitarian impact — The mobile substation and reactor were successfully deployed and energized, providing reliable power for public service facilities, humanitarian relief sites, and community water supply systems.
- Proven emergency response capability — Sieyuan demonstrated its ability to deliver mission-critical power infrastructure in challenging operating environments, reinforcing its reputation as a reliable partner for humanitarian and emergency power projects.
- Cost-effective solution — The plug-and-play mobile design eliminated the need for permanent foundations and extensive civil works, significantly reducing total project cost and the implementation timeline.
- Sustainable operation — The equipment continues to operate reliably, providing stable power support for local infrastructure and essential public services.
