Saudi Arabia SEC 145kV Mobile Substation EPC Project

Sieyuan Electric supplied seven sets of 145 kV mobile substations to Saudi Electricity Company (SEC) under an EPC contract, supporting power supply across seven regions in Saudi Arabia. The full EPC cycle from design to energization was completed in 136 days, providing a rapid solution to peak-season grid demand. The project combined modular substation design, accelerated manufacturing, and parallel site execution to support rapid deployment across multiple locations.
Project Overview
Project Background
During the summer peak-demand period, several regions in Saudi Arabia faced increased pressure on power supply. To strengthen grid capacity and provide flexible support, Saudi Electricity Company (SEC) launched an emergency procurement project for seven 145 kV mobile substations to be deployed across seven regions. The project required an accelerated EPC schedule covering equipment design, manufacturing, transportation, site installation, commissioning, and energization.
Key Challenges
Tight Project Schedule — The project was executed on a highly compressed schedule, leaving limited time for equipment manufacturing, logistics, site installation, and commissioning. With only two months for production and one month for site delivery and commissioning, efficient coordination was essential throughout the project.
Harsh Environmental Conditions — The equipment had to operate reliably at ambient temperatures above 50 °C and withstand sand, dust, sandstorms, and high humidity in coastal regions.
Multi-Site Deployment — Seven substations had to be delivered, installed, and commissioned across geographically dispersed regions, requiring coordinated logistics, personnel, tools, and site activities.
Sieyuan Solution
Modular Design and Parallel Manufacturing — Sieyuan adopted a modular, containerized design that enabled parallel manufacturing across multiple workshops. Key systems, including GIS, power transformers, and protection and control equipment, were integrated and factory-tested before shipment to minimize on-site work.
Desert-Adapted Engineering — The substations incorporated C5-M corrosion protection, high-temperature-rated components, and redundant cooling systems. Specialized HVAC systems with sand filtration and temperature compensation supported reliable operation in high ambient temperatures.
Parallel Site Installation and Commissioning — Dedicated teams were deployed across all seven locations in parallel. Standardized procedures and pre-configured tools streamlined site activities and accelerated commissioning and energization.
Technical Highlights
Modular System Integration — The mobile substations integrated major electrical systems into a compact, containerized configuration, with factory testing completed before shipment to reduce on-site installation and commissioning work.
Environmental Adaptation — The solution incorporated C5-M corrosion protection, high-temperature-rated components, redundant cooling, and specialized HVAC with sand filtration to support reliable operation in harsh desert and coastal environments.
Multi-Site Parallel Execution — Parallel manufacturing and coordinated site teams enabled simultaneous installation and commissioning across seven locations, supporting efficient project execution under a compressed schedule.
Rapid EPC Execution — The complete EPC cycle from design to energization was completed in 136 days, reflecting the coordinated execution of design, manufacturing, logistics, installation, and commissioning.
